My roomie uses Android on her cellular telephone and wireless tablet. She runs her business from them – appointments, records, transactions, etc.
She is a gun owner, collector and CCW permit holder. A solid citizen.
She called me into her room the other night to show me the multiple Wi-Fi connections on her tablet. My hotspot wasn’t showing, but this was:
This then disappeared and reappeared multiple times during our observation of her tablet, all in a few minutes. And it didn’t show on my hot-spot Internet access 15 feet away.
As one may rename the label for one’s Wi-Fi, it’s probably just some joker. Right?

Presumably the FBI wouldn’t be naming their stuff so obviously. Also, I have seen that joke played many times on the internet, so I wouldn’t worry.
