50. California

If you’re not a Hollywood celebrity or rock star, odds are you won’t be getting a permit—especially if you live near a populated area. Among the most strict gun laws in the nation, California legislation also restricts residents to one handgun purchase per 30 days, and handguns have to be on the “approved” list for legal sale.

42. Illinois

The fight to earn Shall-Issue concealed carry in the Land of Lincoln has been a roller coaster ride in 2013 since the 7th Circuit Court ruled Illinois’ ban on concealed carry was unconstitutional. Residents are currently waiting until at least January 2014 to apply for licenses. The current law is Shall-Issue, with 16 hours of required training and an excessive application fee. Legislative battles over carry rights in Illinois are far from over, but are on track to becoming more forgiving.

And, my favorite of the listings:

1. Arizona

After taking the top spot in “The Best States for Gun Owners,” Arizona tops the leaderboard once again. As a “Constitutional Carry” state, anyone 21 and over who can legally own a firearm can carry it concealed without a license. In addition, Arizona issues licenses on a Shall-Issue basis, allowing residents and non-residents to carry their weapons when traveling out-of-state. Arizona also has no duty to immediately inform an officer, has excellent reciprocity and a Stand Your Ground law.

  1. Actually it depends on your County in California. Sacramento County, for example, issues a CCW for any resident that passes the background check, takes a 16-hour course, and qualifies with each handgun on the CCW. “Personal defense” is an accepted reason. It is not cheap, easy, or quick but CCW is alive in well in some California Counties.

      Does a CA CCW give you permission in all CA counties, or just yours?

      • A CA CCW is good throughout California. That said, I won’t be foolish enough to carry in San Francisco.

      • Someone with whom I currently work is preparing to move to California in the near future. In anticipation of this move, he has researched California CCW laws. Fortunately, the county to which he will be moving has a sheriff who is willing to sign off on CCW permits. When the topic came up at work today, he noted that, while a CCW permit is technically valid throughout California, when carrying in San Francisco, CCW permit holders should expect the locals to confiscate any concealed handgun that they find carried by anyone, without regard to the status of the carrier.

        If that’s the case, any California resident with a CCW permit would be wise to purchase the least-expensive handgun listed on the California-approved list, if said resident may have reason to spend time in San Francisco.

  2. Depending on a certain county to issue a permit is exactly one of the reasons why CA ranked so low. (obviously that and the rest of their stupid laws mandated to the law abiding)
    I wish the ENTIRE FIREARM AND AMMO INDUSTRY would follow Ronnie Barrett’s example and stop all sales of everything in CA.
    We would gladly welcome freedom lovers into the United States if they chose to leave the Peoples Republic.
